Providing emergency response to Hurricane Sandy devastation

O’Brien & Gere is aiding the emergency response efforts of the U.S. Army Corps of Engineers (USACE), Philadelphia District and the Federal Emergency Management Administration (FEMA) in the New York / New Jersey area in response to Hurricane Sandy devastation. On November 5, 2012, O’Brien & Gere began supporting the USACE and New Jersey Department of Environmental Protection (NJDEP) operations at the Passaic Valley Sewage Commission (PVSC) wastewater treatment facility in Newark, New Jersey. This critical facility, which serves 1.3 million households, is one of 11 high-priority flooded public facilities in the affected region. More than 200 million gallons of floodwater has inundated the plant and rendered equipment inoperable.

O’Brien & Gere mobilized a team of engineers from across the region to support the Philadelphia District with a sewerage sludge transportation and disposal evaluation at the PVSC facility. Due to extensive hurricane damage, secondary treatment system and sludge dewatering systems at the plant are inoperable. As a result, the PVSC does not have the capability to concentrate sludge into normal volumes and limited capacity to store sludge.

Based on analyses and discussion, it has been decided that the best course of action is to proceed with on-site dewatering using mobile equipment for ultimate disposal at a landfill using rail transport. O’Brien & Gere will provide technical support for the contracting and implementation of a temporary program for on-site dewatering, shipping, and disposal of the sludge. The work is being performed under O’Brien & Gere’s $3 million Indefinite Delivery Contract (IDC) for geo-environmental and geotechnical services with the District.

The project represents O’Brien & Gere’s continued support of the Department of Defense and expanding relationship with the Philadelphia District. Some of O’Brien & Gere’s other project work for the District includes managing 36 task orders under two consecutive three-year architecture-engineering (A-E) IDCs with a combined $6 million value. Under this program, O’Brien & Gere has also recently supported a high-profile slurry wall and cover design and stream restoration project for the Lipari Landfill Comprehensive Environmental Response, Compensation, and Liability Act ( CERCLA) site; groundwater, soil, and sediment work for the Vineland CERCLA site; geotechnical and sediment characterization for deepening of the Delaware River main channel; and sediment characterization and maintenance dredging of the Philadelphia Navy Reserve Basin.
